Dr. Juliana Mutua is a Deputy Director of Physical Planning, Ministry of Lands.  Her career spans over twenty years having joined the service as a physical planning trainee officer in February 1990.

She has a wealth of experience in plan preparation, implementation and supervision of consulting services for plan preparation.  Her contributions to the profession are immense having played a key role in the drafting of the Physical Planning Act (PPA) which became law in 1996; the accompanying regulations to the PPA and providing the seminal research work for the Physical Planning Handbook.  She has prepared many plans in collaboration with fellow Planners key among them the Mombasa –Kwale Regional Plan, Lamu Regional Plan, Changamwe, Ruiru and Juja zoning plans to mention but a few.
